But Moscow on Tuesday ruled out war with Ukraine. Russian Defense Ministry spokesman Igor Konashenkov said troops from the southern and western provinces were returning to their bases as exercises ended.
But on Thursday, the United States released a satellite image claiming that the withdrawal of troops from the Ukrainian border was a long way off and that Moscow was still sending troops. The Russian military has set up at least 14 bases within 50 kilometers of the Ukrainian border. Temporary bridges have been built overnight to send troops to the border quickly.
