Russia does not want any third country to intervene in the Kashmir issue. The solution to the Kashmir problem must be found between the 1972 Shimla Agreement and the 1999 Lahore Declaration.

To help Pakistan, China has consistently been active in internationalizing the Kashmir issue. They wanted to take the matter to the United Nations. According to sources, the pressure was put on Russia by Xi Jinping. The Beijing-Moscow rapprochement has grown to deal with the US in the international arena. But despite this, Russia sided with India on the Kashmir issue.

Chinese troops had entered Indian territory in eastern Ladakh and have been stationed for the past couple of years. According to analysts, winter is coming to an end. As the ice melts, Pak-backed militant groups will be active on the border again. There will be full support from China. In that sense, it is possible for New Delhi to have a difference of opinion with China on Kashmir. Russia has a big role to play in influencing China in this current situation. But Russia clearly expressed its opinion regarding the issue and is also clearly supporting India.
