The Central Department of Personnel and Training (DOPT) alleged that the states were not sending enough IAS officers to the Center and that this was hampering the functioning of the central government. The IAS (Cadre) made the demand on Friday, arguing for a change in the 1954 law. At the same time, Union Information and Broadcasting Secretary Apurba Chandra also supported the idea of changing the law, saying that if the central and state governments get a chance to work with both, the vision of the officials would be further expanded.
According to DOPT sources, it has become a trend on the part of the states not to send officers to the Central Deputation Reserve. As a result, there is a shortage of IAS officers at the Center up to the level of Joint Secretary.
According to the DOPT, however, the process of sending officers to the central deputation would be better in all respects. The advice of the officers from the states can be used in formulating and implementing the central policy. Officers will also benefit professionally and the Center-State coordination will gain momentum. According to the DOPT, the states have repeatedly cited the shortage of officers as an argument for not sending officers. If there is a deficit, then it has to be shared by both the Center and the states.
